Japan is putting together a package it says could generate 700,000 U.S. jobs and help create a $450-billion market, to present to U.S. President Donald Trump next week, government sources familiar with the plans said.

The five-part package, to be unveiled when Prime Minister Shinzo Abe visits Trump on Feb. 10 in Washington, envisage investments in infrastructure projects such as high-speed trains and cybersecurity, said the sources, who declined to be identified as they were not authorized to speak to the media.

Intel Corp. Chief Executive Officer Brian Krzanich said the semiconductor maker will invest $7 billion to complete a chip factory in Chandler, Arizona, becoming the latest company to use a meeting with President Donald Trump to tout spending and job-creation plans that were already in place.

Krzanich, speaking Wednesday in the Oval Office, called the investment an expansion of Intel’s presence in Chandler that will finish a plant -- already under construction -- capable of advanced 7-nanometer chip production. The Fab 42 facility will be completed in 3 to 4 years and create about 3,000 company jobs, Intel said in a statement following the meeting at the White House.

U.S. Steel said Thursday the 10,000 laid off steelworkers that president and CEO Mario Longhi said could be called back to work because of optimism created by Donald Trump’s election referred to an industrywide total and not to U.S. Steel.

The Pittsburgh company said federal jobs numbers indicate more than 16,000 steel industry workers have been laid off since January 2015 because of unfairly traded imports.

In an appearance on CNBC Wednesday, Mr. Longhi said Mr. Trump’s victory created “an environment of positive optimism.” Many business have hailed Mr. Trump’s win and Cabinet selections, saying the promise of lower taxes and less regulation will create jobs.
